Last year's drought devastated the central Texas cotton crop. This year will be a bumper crop. This is dry (unirrigated) cotton. The photo was made today (9/2/10) near Thrall, Texas. Attachments:

From what I see in my own business, I'd guess that has to be machine picked.
Certified payrolls, safety guidelines etc .... and just general manual labor downtime makes it too difficult.

All my "requests for bids" that came in this year had all new language written in, making sure no illegal aliens would be employed or on the job site.
Everyone has to be proven and documented including myself who has a pronounced New York accent (and trust me, you can't fake that sound)

I guess it would matter depending in which context.
For instance, if a guy lacks the willingness to act when he needs to, I think having cotton balls would be a fair statement.
However, if you shaved only 3 days ago, having cotton balls would be an unfair assessment.

The only emotional issue I've had with cotton balls is when I need to immediately get aspirin out of the bottle and that little white ball is playing hard to get.
